What it is
A non-protein amino acid, named after the watermelon, Citrullus, where it was first isolated. Your body makes it, uses it in the urea cycle and converts it back into arginine in the kidney.
Why a formula aimed at arginine buys citrulline
Because of the enzyme problem on the arginine page. Citrulline is not a target for arginase, so it passes through the gut and the liver largely intact, reaches the kidney and is converted there. Two doors into the same room, which is the single most sensible thing about this formula's design.
What the HCL does
It makes a salt that is stable on a shelf and behaves predictably in a capsule. It is a formulation choice rather than an active ingredient, and the hydrochloride part is not doing anything in your body worth writing about.

Is citrulline better than arginine for this?
In the sense that more of a swallowed dose survives to become circulating arginine, several studies point that way. Whether that translates into anything you would notice at a hundred milligrams is a different and much harder question.
Why split it across two citrulline rows?
Same logic as the arginine pair: a hundred milligrams as the hydrochloride and a hundred as the malate, rather than two hundred of either. Two forms, two behaviours.
Could I just eat watermelon?
You would get citrulline, certainly, and the pale flesh near the rind carries more of it than the sweet middle. Matching a hundred milligrams reliably from fruit is harder than it sounds, because the content varies with variety and ripeness.
